PES 2.4 is now available to download.

This new version includes:

• Added framerate limiting code to improve GUI responsiveness
• Updated Arch Linux packages to their latest versions
• Updated SDL2 to version 2.0.8 as well as updating add-ons to latest versions

Usually, yes as new versions tend to include the latest fixes etc.

For example, 2.4.1 includes an update that includes a new URL to download cover art from theGamesDb.net.

If you do not make use of the cover art then you do not need the 2.4.1 update.
